The Register of Copyrights acts as the director of the Copyright Office of the Library of Congress. All administrative functions and duties with respect to copyrights are the responsibility of the Register. The Librarian of Congress appoints the Register of Copyrights. The subordinate officers and employees for the Copyright Office are also appointed by the Librarian of Congress. All the officers and employees act under the Librarian’s general direction and supervision.
The power to establish regulations for administration of the functions, duties, and all other responsibilities of the Copyright office is vested with the Register. Decision of the Register is subject to approval of the Librarian. Like the executive branch of government, Copyright office has the power to issue regulations relating to copyright registrations. The Register shall periodically publish catalogs of all copyright registrations. It has the discretion to determine the form and frequency of publication.
